Every study of lead response says roughly the same thing, and every sales team confirms it: the odds of a meaningful conversation collapse within the first hour. Purchased lists risk template rejection, number blocking and regulatory exposure. Building opt-in properly is slower and it is the only version of this that is safe to scale.
